As we wrote earlier, amendments are proposed to be made to the budget of the Kirov region. Among other things, it is proposed to allocate 483.2 million rubles for the purchase from the Territorial Development Fund of a land plot with an unfinished residential complex "Voznesensky" on Lenin Street, 31 in Kirov.
At the meeting of the Legislative Assembly committee, deputies asked why it is necessary to buy the property, especially for such a large sum, instead of commissioning a developer to complete it. The Chairman of the Government, Mikhail Sandalov, replied that the property needs to be put into operation as soon as possible, and the fastest way to do this is indeed this one.
According to him, the government has a priority right to acquire this residential complex, and it needs to be utilized. Then the authorities will conclude a comprehensive development agreement (CDA) with one of the developers, under which the construction will be completed. The official expressed the opinion that after this, the region will receive not only a completed building but also additional benefits.
Deputy Roman Titov added that the equity holders no longer claim the building, as each of them received some compensation for waiving their rights to it. However, in order to complete the building, it must be transferred to the ownership of the region.
It was also mentioned at the meeting that the CDA is planned to be concluded in 2026. The completion of the residential complex is expected by the end of 2027.
