Zherdev, Semakov, FKR and schools: what Mamaev talked about with the microphone off
Let us remind you that today, July 23, at the end of the Legislative Assembly meeting, Deputy Sergey Mamaev spoke. At the very beginning, he commented on the scandalous project of Irina Morozova regarding changes to the rules of deputy ethics, which prohibit elected officials from discrediting the authorities, and also criticized the general "muzzling" of dissent. However, after three minutes, his microphone was turned off, and the audience could no longer hear what Mamaev said next.
Meanwhile, Newsler.ru reviewed the deputy's speech. First of all, Mamaev expressed the opinion that the Legislative Assembly might be silencing serious problems allegedly for the sake of Sokolov's approval, and is not even attempting to control the actions of the government. He believes that this very government is "shaken by corruption."
The deputy reminded about the corruption scandal involving the former deputy head of the Kirov region government, Alexey Zherdev, who, in his opinion, is a close friend of Sokolov. It is likely referring to the story of the official's property being leased, which the CPRF learned about from a letter from the Prosecutor General's Office. This letter stated that Zherdev was allegedly subjected to disciplinary action in the form of a reprimand for violating the prohibition on engaging in entrepreneurial activities, as stipulated in the Federal Law "On Counteracting Corruption."
Mamaev was outraged that the Kirov authorities had concealed this scandal for several months. Then Zherdev left the government "of his own accord." However, no criminal case was initiated.
In addition, the deputy criticized the unpleasant story involving the Kirov Fund for Capital Repairs, which was also overseen by Zherdev. It should be noted that the former CEO of the FKR, Viktor Tarasov, received a nine-year sentence in a strict regime colony and a five-million ruble fine for commercial bribery. After his departure, Mamaev believes that the situation did not change.
In March 2025, the prosecutor's office announced the illegal expenditure of 950 million rubles collected from residents of the region for the capital repair of houses. The deputy suggested that these funds were used to tidy up the facades in time for Kirov's anniversary. Meanwhile, the prosecutor's office initiated new criminal cases.
Mamaev added that in 2025-2026, the prosecutor's office identified about 100 violations related to contractors of the FKR failing to fulfill their obligations. At the beginning of 2026, the Fund's debts to contractors reached 1.1 billion rubles, of which 568 million rubles were overdue debts. The FKR management had to take out a loan of 1 billion rubles to settle old debts, but new ones are accumulating even faster.
Despite all this, the Legislative Assembly does not voice its position and does not organize inspections, the deputy emphasized.
Mamaev was even more outraged by his colleagues' decision to refuse to listen to information related to the detention and arrest of the general director of "Vyatavtodor," Oleg Semakov. Recall that this happened at the June meeting. According to the deputy, most were afraid that the information would spiral out of control and cast a shadow on people from the government.
Additionally, Mamaev mentioned the strange relationship between Sokolov and the former chairman of the government, Churin, with whom the governor alternately befriended and tried to settle scores. In particular, Mamaev believes this was done with the help of the Legislative Assembly.
It is likely referring to the unexpected speech against Churin's "Monolith" by Deputy Roman Titov, who called it a "cancerous tumor." At that moment, the Legislative Assembly, in Mamaev's opinion, became "an instrument of personal revenge and internal disputes."
The deputy also believes that Sokolov may be stalling the construction of the Shavarzaki - Tor'yel road. But not due to a lack of money or a project, but because of personal animosity towards him. Recall that it was Mamaev who proposed this idea and is still striving for its implementation, but the government responds that they currently see no grounds for this.
Furthermore, Mamaev drew attention to schools that have been under construction for years and the personnel shortage that primarily affected medicine, education, and agriculture. And also — to the gasoline crisis and rising prices.
In the end, the deputy again harshly criticized the Legislative Assembly, expressing his opinion on its attitude towards these problems. He demanded to end the policy of banning criticism, return real oversight functions to the Legislative Assembly, create a deputy commission to investigate corruption facts in the region, and resume prosecutor's inspections in the forestry, road, and construction sectors.
