The Social Fund has changed the rules for assigning the unified benefit.
Now, care for a disabled citizen is recognized as a valid reason for the absence of income only if the caregiver and the person in need of assistance are closely related, the press service of the Social Fund of Russia reported. Previously, this period was counted regardless of the degree of kinship. In the updated procedure, only care for a brother or sister, spouse, parent, grandmother, grandfather, or grandchild will be taken into account. The complete list of close relatives is defined in part 2 of Article 10 of Federal Law No. 400-FZ dated December 28, 2013.
To receive the unified benefit, able-bodied family members must have an income of no less than eight times the minimum wage per year — this is 216,744 rubles. The absence of income is allowed only for valid reasons, including when caring for a first-group disabled person or an elderly person over 80 years old.
The minimum wage from January 1, 2026, is 27,093 rubles, which is approximately one-third higher than the subsistence minimum in Russia (18,939 rubles).
To receive the payment, the Social Fund must be provided with documents confirming kinship: a birth certificate, marriage certificate, or name change certificate.
Care for a disabled relative is counted as an objective reason for the absence of income if it was officially registered at the regional branch of the Social Fund and lasted at least 10 months during the calculation period — 12 months before the month of application submission. If the care lasted less than the specified period, it is counted proportionally.
In addition, the Social Fund will now check the actual place of residence of the applicant regardless of the region of application and the amount of the subsistence minimum.
Additionally, since July 7, a new list of documents for the appointment of insurance, funded, and state pensions has been in effect in Russia, approved by an order from the Ministry of Labor. To process payments, documents confirming identity, place of residence, citizenship, registration in the pension insurance system, as well as an application, are required.
