Caviar and salmon: what is served to a deputy at a banquet
A contract for organizing buffet services worth 350,000 rubles has appeared on the state procurement portal for the Legislative Assembly of the Kirov Region. The only company that agreed to feed the deputies is LLC "Maximum."
The documentation includes 96 menu items: chicken roll, beef roll, cheese assortment, fruit skewers, potato pancakes with salmon, profiteroles with cheese cream, mini caprese, tartlet with salmon mousse and caviar, mini pie with potatoes, orange cake, Americano coffee with cream. In general, a set for a high-level banquet.
The volume of services is not predetermined: the contract is concluded on a "price per unit" basis — they will pay for as much as they order, but no more than 350,000 rubles. Essentially, this is not a fixed banquet, but "buffet service upon request."
The bidding was declared unsuccessful: only one company submitted an application. According to part 1 of article 52 of 44-FZ, in such cases, the contract is concluded with the sole supplier — which became LLC "Maximum."
In addition to the banquet, other contracts of the Legislative Assembly recently concluded were also found on the state procurement portal. Almost 80,000 rubles — for the supply of plastic photo frames (257 pieces), another 50,000 — for the production of souvenir bags with symbols, and 140,000 — for printing forms of honorary certificates and letters of gratitude.
Spending budget money on banquets at a time when the country is experiencing a fuel crisis and people are standing in lines at gas stations is a controversial decision. And it certainly does not add transparency that the contract was concluded without competitive bidding. However, deputies, like cars, need refueling. The reason for the banquet, however, is not specified. Perhaps the elected representatives of the seventh convocation decided to celebrate the end of their deputy powers, or the feast will take place for some other reason.
