The group "Uralchem" participated in the XIV St. Petersburg International Legal Forum.

      The central theme of the discussion was the growing discrepancy between the current legislation on subsoil use and the economic practices of the industry. The organizers proposed to discuss the key discrepancies between the regulatory framework and the actual state of affairs, which, in their opinion, raise the question of the possible adoption of a separate codified act in the field of subsoil use.

      Rinat Gizatulin, Deputy General Director of JSC "OHC "Uralchem":

      — Today, in the forestry sector, relations are regulated by the Forest Code of the Russian Federation, in the water sector — by the Water Code of the Russian Federation, and land relations — by the Land Code. However, the relations arising around such a crucial natural resource as subsoil and its resources: oil, metals, mineral fertilizers, apatites, rare earth metals, on which the country essentially relies and which form the basis of GDP, are regulated by a non-codified act. We believe that this approach needs to be changed.

      Ekaterina Spiridonova, Deputy Head of the Directorate for Relations with Government Authorities and International Activities of JSC "OHC "Uralchem":

      — Currently, the Law "On Subsoil" defines the following types of subsoil use: regional geological exploration, etc. That is, we are still defining types of subsoil use as we did in the 1950s, however, subsoil use is a rapidly changing industry; during this time, other types of minerals have begun to be extracted, methods of extraction have changed, new technologies and equipment have emerged, and the demand for specific types of minerals has changed, with the priority of some of them now being defined as "types of strategic mineral raw materials."

      The "Uralchem" Group is one of the world leaders in the production of mineral fertilizers and chemical products. The Group's total production capacity is about 25 million tons.
