On June 22, 2026, the head of the Republic of Crimea, Sergey Aksyonov, signed a decree imposing a temporary ban on placing children in camps, sanatoriums, and other accommodation facilities. The ban applied not only to children's camps but also to hotels, boarding houses, and other facilities where organized children's groups were planned to stay for excursions, camps, festivals, sports training, and other events. The first to announce the suspension of accepting children was the international children's center "Artek" — on the night of June 22, it became known that the upcoming shifts and arrivals were canceled. Later, the authorities of Crimea imposed a general ban. The Ministry of Education reported the cancellation of arrivals at the All-Russian Children's Center "Scarlet Sails" and restrictions at the "Cypress" camp in Alushta.
Today, July 6, two weeks later, the regional government website reported that "Kirov Oblast will ensure the return of children from Crimea." A resolution allocating budget funds to the regional Ministry of Education for the provision of free transportation, accompaniment, and organization of meals for 12 Kirov schoolchildren who were on vacation in Crimea was published on the regional government website on June 26 of this year. According to the document, 130,000 rubles were allocated for the evacuation of 12 Kirov children from Crimea.
From the regional government’s message, it is unclear where the Kirov children were during these two weeks: perhaps it took that long to "settle" the formalities regarding the redistribution of budget funds, or the information on the regional government website was published with a significant delay.
