The debts of the Kirov region will be written off.

      At a government meeting on July 2, 2026, Prime Minister Mikhail Mishustin announced the write-off of nearly 17 billion in budget loan debts for 16 regions. The Kirov region was included in the list. The decision was made as part of the president's directive to reduce the debt burden on the subjects. As explained by the government, the write-off will affect those territories that confirmed the targeted use of previously received funds. Along with the Kirov region, the list includes the Republics of Dagestan, Kalmykia, and Mordovia, as well as the Amur, Astrakhan, Vologda, Kostroma, Kursk, Murmansk, Penza, Pskov, Ryazan, and Sverdlovsk regions, the Jewish Autonomous Region, Khabarovsk Krai, and the Chukotka Autonomous Okrug. The funds that the regions directed towards the implementation of national projects, modernization of housing and communal services, renewal of public transport, and resettlement of citizens from emergency housing were taken into account when making the decision. Investments in master plans for cities in the Far East and Arctic zone were also considered. The freed-up money can be directed by regional budgets towards social needs and support for investment projects, noted Mishustin. Earlier, we reported that on April 6, 2026, the government had already written off a debt of 1 billion 358 million rubles for the Kirov region. At that time, the list included 11 regions, and the state debt of the region was 28.8 billion rubles. The region's budget was adopted with a deficit of 2.69 billion rubles, for which the region planned to attract a credit line of 2 billion rubles.
