The last breath of the Legislative Assembly: deputies categorically refused to learn the details of the arrest of the director of "Vyatavtodor."
After what the opposition deemed the obvious desire of the speaker of the Legislative Assembly, Roman Beresnev, to brush off the deputies' questions, the topic was nonetheless put to a vote. The results were: 9 votes in favor, 12 against, and the remaining 19 likely forgot about the existence of the button, so the initiative was removed from the agenda.
At the same time, the majority of the elected representatives explained that the polished officialdom would not provide any new information: "Everything interesting we will read in the Newsler," noted the elected officials. Meanwhile, a small portion of the deputies believed they already knew enough details about receiving the "record-breaking bribe."
The third party was satisfied with the governor's assessment, who called the director of "VAD" "one sheep that spoiled the whole flock." Given that if the regional leader had slightly more zoological, and especially livestock knowledge, he would not have dared to speak about sheep and flocks, in which the main figure is not even a ram, but a shepherd, with the active participation of guard sheepdogs.
Thus, the three questions, the answers to which, as Albert Alexandrovich hoped, would add understanding about the "team composition" of the spoiled by Semakov "sheep clan," remained unanswered.
The first question: who approved the purchase?
At first glance, Bikaluk's question about whether the Board of Directors of "Vyatavtodor" had given permission to purchase "Zuevskaya mechkolonna" would seem quite innocent, were it not for the historical and technical circumstances surrounding it.
Back in 2023, the owner of "Zuevskaya mechkolonna," Silva Anisimova, as a contractor for "Vyatavtodor," first proposed to the company's director, Alexey Vepryev (who was dismissed from his position in July 2024 with a gubernatorial "sentence" for "questionable deals"), to buy real estate from her: a bus depot, a garage with road machinery, an administrative building, and two asphalt plants for 200 million rubles.
At that time, the head of the Ministry of Transport, who is also the chairman of the Board of Directors of "VAD," Yuri Loginov, intervened. According to eyewitnesses, he openly mocked Vepryev's idea at a meeting, stating something like "why the hell do we need this." After all, "Vyatavtodor," which at that time was taking at least three-quarters of all government contracts (according to a source, "VAD" has been doomed for the second year to "gathering calves by the roadside"), still has three of its own Road Sections (DU) in close proximity to "Zuevskaya mechkolonna."
Thus, the urgent need for the previously "unnecessary asset," whose value has likely increased from 200 to 350 million rubles over two years (which employees of "Mechkolonna" deny, claiming "that's too much"), is called into serious question. Unless, of course, oil or a gold vein was secretly found on Anisimova's land.
Therefore, the suddenly arisen interest in the Zuev road company cannot be dissociated from the plans of the current head of the Ministry of Transport, Artem Drachkov. Especially not from his predecessor — the current Deputy Prime Minister Alexey Petryakov. Without his approval, as the head of the Board of Directors of "VAD," the decision could not have been made at all.
The second question: about the internal investigation
The second "simple question from Bikaluk" regarding the government initiative to conduct an internal investigation also turned out to be quite curious. And if the investigation has been initiated, have Drachkov and Petryakov been suspended from their duties? After all, if we act from the perspective of federal law, and not local whims, the head of the Ministry of Transport and the government curator of the industry are suspended from work to "not interfere with the objective study of the situation and subsequent conclusions."
According to sources from the "gray house" and "VAD," both "responsible persons" continue to "come to work," although "an internal investigation" is still being conducted. But not due to Semakov's arrest "for receiving a bribe," but with the probable aim of identifying who... leaked information to Newsler.ru.
Thus, the first of the "suspects," allegedly supplying the Publishing House with a photograph of a premium-class Chinese minivan with a hybrid diesel-electric engine, supposedly belonging to "Mechkolonna," but since March-April "registered" in the yard of "Vyatavtodor" for, presumably, "Petryakov's ceremonial outings," was inspector of the Maintenance Department Andrey Kraev.
As a source from "Vyatavtodor" explained, Kraev was offered to "write a resignation letter," as he "got his hands into the wrong place." And Newsler.ru finds it necessary to report that Andrey Kraev was not our informant in our own journalistic investigation. This can be judged even by the photograph of the "Chinese mini-tank," clearly taken not in a hurry and not on a cell phone. And if the "suspect" is forced to leave his job, the editorial office will report on the illegal dismissal.
According to Monday's information (June 22), Kraev has not yet been dismissed from "Vyatavtodor," but not due to doubts about his cooperation with the media, but because there is no one to sign the resignation letter: "The director is, you know where."
By the way, it should be noted that "sweeping accusations," as a consequence of overly direct and short managerial logic, only provide grounds for expanding the circle of our information sources.
Selfish interest
The third question from the deputy about "how true the information is regarding the allegedly gifted cars to Petryakov" was indeed the simplest. Since neither Roman Beresnev himself nor the members of the Government could really be unaware of it. Or perhaps they did not want to be.
However, as Bikaluk explained, he was more interested not in the brand new "Chinese" bought by Anisimova at a Kazan car dealership, but in the fresh Geländewagen, possibly used by Petryakov only in his small homeland — the city of St. Petersburg.
And, by the way, the deputy clarified that he learned about the "Gelik" not from editorial articles, but from the deputy circle and officials — after all, no man can keep a secret about the "acquisition of a glossy German high-pass vehicle."
But his own journalistic investigation into "Petryakov's cars" got stuck at the stage of clarifying the owner's surname or the name of the company owning the Chinese minivan. After all, as it became known, in the traffic police database, the car with the license plate E 174 XS... is not listed (there is no information about it on the services where you can "check" a car — number of owners, accidents, mileage, etc.). So our searches will continue at least because a "ceremonial outing" of a government member cannot traverse the Kirov expanses on "fake plates."
Instead of resignation — career rise
Let us recall that Alexey Petryakov — during his time as head of the Ministry of Transport — likely applied to the Government in the spring of 2024 with a request for resignation. And no one denied that the minister's desire, having worked in the position for less than a year and a half, was most likely related to the arrest of Sergey Shein — the deputy director of the "Road Committee," "taken by the authorities" at the moment of receiving a bribe.
Moreover, the investigation privately did not hide that Shein was of more interest to them not as a "recipient of a bribe," but as someone who has "considerable knowledge about the real activities of the director of the 'Road Committee' — the St. Petersburg resident, 29-year-old Denis Rozdin. Who left on vacation so timely that he left his patron and "leader of the St. Petersburg diaspora in Kirov" Alexey Petryakov alone.
By the way, the consequences were not negative for Petryakov, except perhaps for the divorce from his wife. But after a year and a half of silence, he received a "government portfolio" and the position of deputy chairman from the governor.
Version: there is an alternative — quietly sit it out or become a stormtrooper
Clarifying the details of the two-week-old detention and arrest of Oleg Semakov, Newsler.ru uses unofficial information from around and law enforcement circles, according to which the head of "Vyatavtodor" was not a bribe-taker, but a "courier for a small tip" for delivering a 50-million bribe.
Moreover, one of the interlocutors "made a correction" to the version he had previously voiced: the calculation was not for a 150-million "kickback," but for three million more. This did not infringe on the financial interests of Silva Anisimova: she wanted two hundred million — and that is what she received. It only confirms that more "insatiable players" may stand behind the acquisition of "Zuevskaya mechkolonna."
