Protection against fraudsters and new duties: which laws come into effect in July
On the State Duma website, laws that come into effect from the new summer month of July have been published.
Laws that came into effect in June
Control over migrants
From June 21, for forgery and circulation of documents certifying the absence of diseases that pose a danger to others, a punishment of up to 8 years in prison will be imposed, as well as a fine of up to three million rubles. Earlier in June, administrative responsibility was introduced for migrants evading medical examinations. Now the fine is up to 50,000 rubles with expulsion from Russia by court decision.
Responsibility for reselling train tickets
For the provision of paid services, including intermediary services, for the issuance of electronic train tickets, a fine of up to 500,000 rubles will be threatened. This concerns "resellers" who are not carriers or their representatives. The law came into effect on June 26.
Laws coming into effect in July
Protection of children from fraudsters
From July 1, parents or other representatives will be able to obtain statements on accounts and deposits opened by minors aged 14 to 18 years. The purpose of these changes is to increase the transparency of children's financial transactions.
New measures against fraud when issuing loans
From the new month, banks and microfinance organizations will be able to obtain information from all qualified credit history bureaus to prevent fraud—concluding consumer loan agreements without the voluntary consent of the client. The law will come into effect on July 1.
Increasing the security of real estate transactions
Now the identity of the rights holder when submitting electronic documents for the registration of property rights can be confirmed using the Unified Biometric System. For this, the documents must be signed with a qualified electronic signature. This will ensure the security of transactions. The law will come into effect on July 1.
Increase in fees for migrants
From July 27, fees for foreign citizens when applying for Russian citizenship will increase 12 times (from 4,200 rubles to 50,000 rubles). When applying for a temporary residence permit, the fee will increase eight times (from 1,920 rubles to 15,000 rubles). When applying for a residence permit, it will increase five times (from 6,000 rubles to 30,000 rubles). In addition, the fee for issuing permits for the employment of migrants will increase (up to 15,000 rubles for each worker).

Starting from July 1, a number of new laws will come into effect in Russia. They will affect the issuance of loans, the protection of minors from fraudsters, the registration of real estate, as well as the rules for obtaining citizenship and permits for foreigners.
