Central Bank: the price gap between "primary" and "secondary" is 9-18%
Experts from the Bank of Russia have developed a new model that allows for the assessment of the difference in housing prices between the primary and secondary markets. It takes into account the date of construction of the building, the class of the property, the area of the apartment, and a number of other factors. According to the calculations of the Central Bank, at the beginning of 2026, the gap was 9% without considering renovation costs in resold new buildings. Taking these costs into account, it amounted to 18%.
If we consider data from Rosstat on average prices in the primary and secondary housing markets in Russia, by the end of the first quarter of 2026, the difference reached 52%. This is due to the fact that housing in new buildings is of higher quality than in old houses. Additionally, the secondary market is affected by a large number of houses in unsatisfactory condition.
