Igor Sechin proposed to temporarily suspend the current regulations on exchange sales of fuel (currently, companies are required to sell at least 15% of gasoline and 16% of diesel through the exchange) until the capacities of oil refineries are restored, writes "Kommersant." Instead, according to the head of "Rosneft," it is necessary to introduce priority access to the exchange for end consumers — gas stations and government customers, excluding resellers, who account for up to 80% of purchases today. It is also proposed to require all oil companies to direct at least 30% of the extracted raw materials for domestic processing and to change the calculation procedure for regulations for vertically integrated companies, taking into account the needs of their gas station networks and government supply contracts. Deputy Prime Minister Alexander Novak has already instructed regulators to adjust the rules of exchange trading if necessary. This week, authorities in the Omsk, Irkutsk, Saratov, Voronezh, Vologda, and Tyumen regions announced the introduction of restrictions on retail fuel sales, while in Crimea, fuel has been available only to government agencies since June 21. Novak described the situation in the fuel market as "difficult but controllable." In the Kirov region, there is also a restriction on gasoline sales. At the "Dvizhenie" gas station network, as of June 16, up to 30 liters of gasoline and 100 liters of diesel are dispensed per day per vehicle.
