Sokolov threatened Simakov and Beresnev over the excavations at Kazanskaya.
During a meeting in the government, Governor Alexander Sokolov expressed outrage over the excavations on Kazanskaya Street in Kirov. "Why did they dig in one place, not fill it back in, and start digging the second block?" he asked.
The head of the Kirov administration, Vyacheslav Simakov, replied that "T Plus" wanted it this way—claiming it would speed up the work process. Sokolov expressed the opinion that the authorities should not have granted permission to excavate the second block until the first was filled in. However, for some reason, they did, and now half of the street is closed again.
The governor ordered Simakov, along with the head of the Kirov branch of "T Plus," Sergey Beresnev, to get in a car and go to the site to sort out the situation. He added: "If you dig another block, I will raise the issue of compliance with your positions regarding both. Just dig me the third block without filling in the first and second! I will call your federal leadership, Sergey Alexandrovich, and ask for explanations. Vyacheslav Nikolaevich, I told you."
Sokolov also criticized Simakov for only sending the work regulations for approval to the prosecutor's office today, even though he had requested it a month ago. "I am extremely dissatisfied with your work in the area of urban improvement. You are not fulfilling the tasks assigned to you. Think about that," he added.
Sokolov ordered the existing excavations on Kazanskaya to be halted for a week: "Do whatever you want, even work with torches at night, so that in a week the first two blocks of Kazanskaya are asphalted. And do not grant any permissions to 'T Plus' until the first two blocks are completed."
