According to data from the digital analytics service for developers "Obyektiv.RF," as of early June 2026, the exhibition of new buildings in Kirov had more than 6,936.1 thousand square meters of unsold housing from developers in already commissioned houses — this is 4.93% of the total supply volume in the primary market. The average price per square meter of ready housing was 151.04 thousand rubles, which is 3.4% (or 5.29 thousand rubles) lower than the price per square meter in properties under construction (156.33 thousand rubles/sq. m). The reason for the difference lies in the financial logic of developers. After commissioning a building, the developer may face the need to urgently repay a loan to the bank. To quickly raise the necessary amount, they are willing to offer discounts on the remaining apartments. Additionally, apartments in a completed building may cost less because the cost structure of construction projects is entirely different: it constantly rises under the pressure of inflation and the increasing costs of labor and materials. Ksenia Chernetskaya, the commercial director of the "Obyektiv.RF" service, notes that this creates a favorable window of opportunity for buyers: one can purchase a ready apartment at a price below the market rate without waiting for the completion of the project and with minimized construction risks. When recalculated based on the average cost of a lot, the difference becomes even more noticeable: a fully finished apartment in a new building in Kirov will cost the buyer an average of 8.46 million rubles today, while purchasing an apartment under construction will cost 8.79 million rubles. The difference in budgets amounts to 330 thousand rubles.
