"The load is not 10, but 26 million": deputies found a serious miscalculation in the "Culture Park" plan.
Today, June 16, at a meeting of the Duma commission, the head of the culture department, Vera Kostina, spoke. She presented a development plan for the "Culture Park," which the deputies had requested at the previous meeting.
It is worth noting that there were few figures in this plan — there were many more beautiful words about how everything would change with the appearance of the "Park." But even in these few figures, there was a gross error.
Thus, the speaker reported that in 2025, the Kirov Park was managed by the Territorial Administration of the Lenin District. The income that year amounted to 4.9 million rubles, expenses — 24.9 million rubles, and the budget burden — 20 million rubles. In 2026, when the "Culture Park" is responsible for the area near the circus, the budget expenditures amounted to 26.1 million rubles, income is expected to be 16 million rubles, and the budget burden — 10.1 million rubles. Kostina added that by 2026, one could already observe the obvious effectiveness of the "Park." She also demonstrated a diagram with these figures. Doubts began to arise already when listing the tasks set for 2026. It turned out that the "Park" plans not only to maintain the area near the circus but also to purchase everything necessary to create jobs (including furniture and computers), as well as to acquire sound and lighting equipment and order the development of a logo. And the expenditure amount of 26.1 million rubles here looks quite unrealistic.
The head of the city, Elena Kovaleva, who was probably thinking about the same thing, decided to clarify: "Is 26 million the final figure for 2026?" The speaker replied that 26.1 million rubles is only the expenditure for maintaining the park. "As of today, taking into account the creation of new jobs, we have a total of 43 million. 26 — budget, 16 — off-budget, a total of 43," she added.
Kovaleva was outraged that the report mentioned not a word about 43 million, only about 26 and that the park's profitability would sharply increase. She emphasized that the income has indeed increased, but not because the "Park" is effective, but because it simply recalculated the fees for tenants.
Another deputy supported the head of the city, noting that the budget burden is not 10.1 against 20 million, as stated in the report, but 26.1 against 20. He complained about the "initially incorrect information" and asked to treat reports more carefully in the future.
It is worth noting that, as of June 1, 2026, the "Culture Park" received an income of 9.5 million rubles out of the planned 16 million rubles. Whether this will be enough to hire another 15 employees, as the management initially wanted, is a big question. Not to mention the purchase of everything necessary.
However, the "Park" may still find funds. One of the banks is willing to hold its events on the territory near the circus for a certain fee. Another investor is ready to equip and maintain a rope park, which will bring in 800,000 rubles a year. There were also proposals for new attractions, from which about 1 million rubles a year could be obtained. And the existing sports grounds are being requested for rent for training and competitions.
If funds allow, the park will also have its own facilities — for example, a winter ice rink, a covered pavilion, municipal attractions, and much more. All this sounds good, and Kovaleva expressed the same opinion. However, as the head of the city believes, implementing all these plans is very difficult, and it is not a fact that the "Park" will cope with it.
Also, let us remind you that at the last commission meeting, deputy Denis Erokhin demanded to liquidate the "Culture Park" if it does not prove its effectiveness to the city. Proving it today somehow did not work out, but this time there was no talk of liquidation. Instead, the management of the "Park" was offered to work out its plan in even more detail so that it would be clear what, where, and when would happen.
