The authorities refused to report to the deputies about the Capital Repair Fund.
Let us remind you that the deputies of the Kirov Legislative Assembly have been demanding for several months that the government provide them with information about the financial situation of the Capital Repair Fund. At the May meeting of the "industrial" committee of the Legislative Assembly, in response to another request to disclose the data, the authorities stated that they would do so in the fourth quarter of 2026. The deputies decided that this was unacceptable and voted to move the issue not to the fourth quarter, but to June.
Today, June 17, another committee meeting took place. However, the agenda did not include the question of the financial condition of the Capital Repair Fund. In response to the deputies' outrage, the committee chairman reported that the agenda, along with this question, had been sent to Governor Alexander Sokolov, who replied that the issue should be postponed to November 2026. A request on this topic was also sent to the government, and the chairman of the government, Mikhail Sandalov, responded that he would report on the Fund in the fourth quarter of the year.
Sandalov, who was present at today's meeting, explained that the Fund is currently engaged in accepting work on the inspection of houses and changing the capital repair program. "The work is not easy, it's extensive," he said. "While changes are underway, there is no point in assessing anything there. Once we finish this work, the program will be changed, and then we will report with the final information about what is happening."
The deputies were outraged that the seventh convocation of the Legislative Assembly has very little time left to work, and many of them will not be in the eighth convocation. They added that they only want to hear answers to their questions, not about the capital repair program, but about the financial condition of the Fund, which is of great interest to voters who are concerned about the sharp rise in tariffs.
In response, Sandalov stated that the tariffs were set three years ago and there have been no other increases. One of the deputies reminded that at the beginning of 2026, there was a 31% increase in the capital repair fee. The chairman of the government repeated: "The prices that were set are what they are."
