At the same time, a source from the power echelons with (quote) "a long-standing immunity to political maneuvering" explained that this time he "could not help but react to another 'twist of the gray house,' since the story related to the acquisition of the totally unnecessary 'Vyatavtodor' asset in the form of the 'Zuev mechanized column' has not been a novelty since... 2023. Since the day when the owner of the company, Silva Anisimova, first approached with an offer to buy real estate from her for, probably, 200 million rubles.
"Initially, Silva, as a contractor for 'Vyatavtodor' (VAD), voiced the proposal to the director of the enterprise, Alexey Vepryev. Let us remind you that he was dismissed from his position in July 2024 with a 'sentence' for 'questionable transactions.' But at that time, the head of the Ministry of Transport, who was also the chairman of the Board of Directors, intervened, who quite openly mocked Vepryev's 'initiative.' Saying at a meeting something like 'why the hell do we need this?' After all, VAD, both then and I emphasize, both today and now, has three of its own Road Sections (DU) in close proximity to the 'Zuev mechanized column,'" recalls the interlocutor about events nearly three years ago.
In his opinion, when instead of Vepryev, Major General of Police Alexander Budnik temporarily took over the position of director (working from July to October 2024), Anisimova hardly continued discussions with him personally about the purchase of the unnecessary Zuev garage and repair area. However, in the corridors of Deputy Alexey Zherdev, who oversaw transport and roads, Silva was spotted more than once.
"Some movement related to the process of purchasing the 'Zuev mechanized column' was noticed with the arrival of the new general director of 'VAD,' Oleg Semakov (from January 2025). Well, with the appointment of Alexey Petryakov to the position of Deputy Chairman of the Government (February 2026), the prospect of acquiring Zuev real estate was assessed as 'you don't need to be a fortune teller,'" says the interlocutor.
He suggests that in the "gray house," they believed that "quiet approval of the deal" was allegedly given by Petryakov while he was still the head of the Ministry of Transport. And, therefore, the chairman of the Board of Directors of "VAD." But at that time, he was subordinate to Alexey Zherdev, who oversaw the industry, and, in general, was allegedly a "personal friend of the governor." But this February, Zherdev was replaced by Alexey Petryakov in "full volume of his functionality," when there were three months left until the sale transaction."
With an invisible Chinese touch
As the interlocutor explained, what shocked him the most was not the very fact of purchasing the mechanized column, but the incompetent assertion that the governor - oops! - learned about that scheme and the bribe of 50 million only on June 9 (Semakov was detained on June 7). Moreover, he is preparing to perform a public ode glorifying himself, saying that he is "uncompromising with corruption and will tear any rogue's flag."
"Guys, in the yard of 'Vyatavtodor,' there has been a Chinese minivan since at least April (at least I saw it in April), which employees of the enterprise say is a car for 'Petryakov's ceremonial outings'... If there were people in the Government with simpler faces, for example, Semakov himself would have been pleased with a 'Priora,' they wouldn't have taken a premium car combining a diesel and electric engine, so as not to stand out too much with their pretensions. And to make it easier to pretend that the governor did not know and did not see it. But if it turns out that he did see it, he could explain that he did not notice it among a dozen road service cars. But who would believe that a brand new 'small tank' that 'charges from a socket' just lay around in a village garage, and Silva generously handed it over along with the mechanized column," says the source.
Where the "fresh Chinese" came from
By the way, a version of how the diesel-electric hybrid appeared on the territory of "VAD" was shared by an employee of the enterprise, stating that the car was purchased at a car dealership in Kazan. Allegedly, this was openly stated by two managerial managers who accompanied Silva Anisimova on the trip. Probably, the companions of the then still owner of the mechanized column, who chose the minivan, drove it to the parking lot of 'Vyatavtodor.'
"If 'VAD,' - the company employee privately speculates, - officially became the owner of the mechanized column on May 20, then Silva Endolevna is unlikely to be so foolish as to give away a trendy car for free before the deal is completed? Which today, having state number E174HS, is like a sore thumb for everyone... So, most likely, it will be hidden sooner or later," the interlocutor is sure.
Therefore, Newsler.ru made efforts to document the "hybrid Chinese" in the yard of "Vyatavtodor" with a quite recognizable entourage. But, unfortunately, they could not obtain copies of the route sheets as proof of the minivan's use. It should be noted that this "Chinese," although it has a state registration number issued by the regional State Traffic Inspectorate (judging by the region number - 43), does not "show up" in any car database where information about the vehicle, its technical specifications, number of owners, number of accidents, and other information can be found. All requests and attempts to obtain information by state number return "vehicle not found." Perhaps the data on this car is "classified," since it ("the Chinese") does not belong to "an ordinary mortal."
Also, one well-known politician informed us that a fresh "Mercedes Gelandewagen" is likely registered to Petryakov, located in St. Petersburg. The cost of the car allegedly exceeds 30 million rubles. For this car, if we even convert it not to a ministerial but to a governmental salary, Petryakov would have to save for at least 120 months (10 years).
Updated modification of the reasons for Semakov's arrest
According to a source close to both the power structures and government circles, the "Zuev mechanized column" was acquired by "Vyatavtodor" not for 300, but for 350 million rubles. At the same time, Silva Anisimova allegedly remained quite satisfied with part of the sum - 200 million rubles, with which "the bargaining" began back in 2023.
And it is hard not to guess that Newsler.ru could not help but ask whether the assumption, as a consequence of the "improved version," that the size of the alleged bribe was not 50 million rubles, but three times more, was correct. To which the interlocutor explained that he would not deny either the new media perspective on the story or the possibility of a triple tranche of identical amounts.
The conversation also touched on the topic of who could have "leaked" the details of the "money transfer," as one technical operational development, in the opinion of the publication, might not have been enough for a successful "catching in the act." And the reflection on the fact that the role of one Anisimova, who has never been mentioned as Semakov's "accomplice" as a bribe-giver, but possibly has the status of a "witness," is also insufficient for a complete "understanding of what is happening."
"Operational actions" could not have taken place without the approval of the prosecutor's office, which, represented by one of the deputies of the new regional prosecutor Yuri Ryvaev, has "quite frank contacts" with a well-known government member, who is currently in conflict with the head of the region. Was this in real time, and did it benefit the authorities? Yes, I admit... Especially since there was no leak of information that could complicate the process of revealing the crime. So, answering the question, I will say: the head of the region learned about the detention of the bribe-taker after the initial charge was presented to him," the interlocutor suggested.
