The prosecutor's office wants to make the Capital Repair Fund "kick" its contractors.
Next week, the Legislative Assembly Committee on Industry and Infrastructure Development will consider a bill developed by the Prosecutor's Office of the Kirov Region. It introduces amendments to the law "On the Fund for Capital Repairs of Common Property in Apartment Buildings in the Kirov Region." The Prosecutor's Office proposed to adopt it in two readings immediately.
The explanatory note states that during 2025-2026, the agency's employees identified about 100 violations related to contractors hired by the Fund for Capital Repairs (FCR) for carrying out capital repairs of buildings not fulfilling their warranty obligations. It also notes the inaction of the Capital Repair Fund in terms of conducting claims and litigation work with contractors. The FCR only sent them demands to rectify the deficiencies in the work (201 in 2025, 60 in 2026). However, this did not help much, and many people are forced to live in unsuitable conditions.
The bill proposes to impose on the Fund the obligation to monitor the elimination of violations by contractors during the warranty period, to conduct claims and litigation work, including the collection of fines, and to rectify violations during the warranty period.
