Dietary supplements "Kvadrat-S," produced in the Kirov region, misled consumers.

      The court dismissed the claim of LLC "Kvadart-S" against the territorial body of Rospotrebnadzor. The company challenged the order to suspend the sale of dietary supplements containing a mixture of diosmin and hesperidin. The decision was published on the website of the Arbitration Court of the Kirov Region, it has not entered into legal force and can be appealed.

      The basis for the inspection was the expert opinion of the Federal State Budgetary Institution "Federal Center for Hygiene and Epidemiology of Rospotrebnadzor" from June 2025. Specialists identified non-compliance of the dietary supplements "Venoprim forte" and "Venoprim" with the requirements of the technical regulations of the Customs Union.

      In August 2025, Rospotrebnadzor issued an order to suspend the sale of several batches of dietary supplements:

      diosmin + hesperidin 900/100 in a package of 30 tablets (manufacture dates: 25.09.2024, 07.02.2025, 04.03.2025, 20.11.2023);

      diosmin + hesperidin 450/50 in a similar package (released on 23.04.2024 and 02.12.2023).

      The regulator indicated that the mixture of diosmin and hesperidin (9:1) is a pharmaceutical substance and is registered as a medicinal product. At the same time, the packaging of the dietary supplements contained information about therapeutic and preventive properties: "The components of the dietary supplements contribute to the normalization of peripheral blood circulation; normalization of the functional state of veins; increase in vascular tone; improvement of microcirculation."

      According to Rospotrebnadzor, the listed effects are characteristic of medicinal products that have undergone clinical trials with proven efficacy. The information on the packaging of the dietary supplements effectively indicates a positive result from consumption, which may be perceived by consumers as a therapeutic effect.

      The company approved a program of measures to prevent harm, but challenged the order in court. The plaintiff's representative insisted that the mixture of diosmin and hesperidin is food raw material, not a pharmaceutical substance, referring to declarations of compliance with the requirements of the Technical Regulations from 2021 and 2024.

      The court rejected these arguments, noting that diosmin is a semi-synthetic substance. According to paragraph 1.4 of Appendix No. 7 of the TR TS 021/2011, the use of biologically active synthetic substances that are not essential nutrients in dietary supplements is prohibited.

      Who is "Kvadart-S" and what does it have to do with the Kirov Region?

      LLC "Kvadart-S" was founded on August 16, 2010, registered in Moscow, and specializes in the production of other food products. Since January 29, 2016, the company has been managed by individual entrepreneur Oleg Sergeyevich Komarov, who also owns a 12% stake. The authorized capital is distributed among several founders: the largest share (37.4%) belongs to Vavilova Ekaterina Vasilyevna, 16.8% each to Vavilov Ilya Robertovich and Murashov Alexander Ivanovich, another 16% is controlled by the foreign company "OKSALIS LIMITED," and 1% is owned by Eliseev Alexander Olegovich.

      The company's staff is steadily growing: from 27 employees in 2020 to 199 in 2025, with a 9% increase in the last year. The only office is located in the Kirov Region — in the village of Vostochny, Omutninsky District (Zavodskaya Street, 1). There are no branches or representative offices. The presence of valid licenses in the field of pharmaceutical activities and work with infectious disease pathogens confirms that the company operates in regulated and supervised areas.

      In 2025, the revenue of LLC "Kvadart-S" reached 4.5 billion rubles, an increase of 17.2% compared to 2024 (3.9 billion). Net profit also grew — from 645 to 678 million rubles (+5.1%). The financial stability of the company is rated as high: the autonomy ratio is 0.66, the provision of own funds is 0.52, and the share of borrowed capital is small (0.21).

      According to the accounting report for 2024, the company's assets amounted to 8.3 billion rubles, which is 128% more than in 2023. Non-current assets increased by 21% — to 1.36 billion rubles, current assets increased by 32% — to 2.8 billion rubles. Gross profit in 2024 more than doubled — to 1.44 billion rubles.

      The legal activity of LLC "Kvadart-S" includes 32 arbitration cases with a total amount of about 710 million rubles. The company more often acts as a plaintiff: 16 completed cases for a total of 680.6 million rubles, of which 4 were won and 2 were partially satisfied. As a defendant — 8 cases for 1.3 million rubles, with decisions made in favor of the company in five of them. The main categories of disputes are non-fulfillment of obligations (9 cases), bankruptcy (5), and trademarks (4). There are 48 registered enforcement proceedings, all completed, with no current debts.

      It should be noted that the total capacity of the two "Kvadart-S" productions allows for the release of up to 53 million packages of dietary supplements per year.
