Residents of Kirov demanded an explanation for the tree cutting in Victory Park.
The People's Front reminded that earlier the city authorities reported that several thousand residents voted for the improvement of the area as part of the federal project for creating a comfortable urban environment. However, according to activists, the voting page lacked detailed information about the future appearance of the area.
"The project description consists of only two sentences. There are no sketches, no data on the number of trees to be cut down, nor information on new plantings," the public representatives noted.
In addition, questions were raised about the scale of the work. According to the administration, it is planned to cut down 72 trees. At the same time, the appendix to the municipal contract, referenced by the People's Front, indicates the uprooting of 160 stumps.
Activists also questioned the claims that the trees are hazardous. According to them, the administration had previously not provided public representatives with forest pathology reports or other documents confirming the need for cutting.
Another issue concerns compensatory landscaping. Authorities reported plans to plant 182 trees and shrubs by September; however, representatives of the People's Front stated that they did not find corresponding work in the published municipal contract. In this regard, public representatives intend to find out under what funding new plantings are planned and how many seedlings will be planted.
The People's Front also pointed out that the project's cost is nearly 36 million rubles. In the opinion of activists, residents have the right to receive more detailed information about the improvement of areas before voting takes place.
Public representatives reported that they would send a request to the administration of Kirov and intend to involve experts to assess the situation. Furthermore, they propose to review the procedure for conducting such votes at the federal level, obliging municipalities to publish detailed design projects and complete information about planned works before public discussions begin.
