The advertisement "mortgages from 2.2%" on Ivan Popov Street was deemed inappropriate.

      The Kirov Region Office of the Federal Antimonopoly Service of Russia reviewed a case regarding advertising placed on a structure at the address: Kirov, Ivan Popov Street, 7, on May 19, 2026. The banner stated: "Family mortgage from 2.2% during the construction period, then 6%." During the investigation, the Office did not receive documents that would confirm the accuracy of this information. This violates paragraph 4 of part 3 of article 5 of the Federal Law "On Advertising" (misleading advertising).

      It was also found that the advertisement lacked the name of the entity providing the financial service. This is a requirement of part 1 of article 28 of the law "On Advertising."

      Furthermore, the specialists of the Federal Antimonopoly Service discovered violations in informing about the total cost of the loan. The advertisement included the abbreviation "PSC," however, the information about the ranges of the total cost of the loan was presented after the information about the interest rates, and its font size was smaller than that for the rates. The law prescribes the opposite order and an equal or larger font size (part 3 of article 28 of the law "On Advertising").

      The advertisement contained a condition affecting the total cost of the consumer loan (change of rate after the construction period). Nevertheless, the advertisement did not include a warning "Study all the terms of the loan" with a reference to the section of the creditor's official website. This is prohibited by part 2.1 of article 28 of the law "On Advertising."

      A separate set of violations is related to the advertising structure itself. Installation and operation were carried out without the appropriate permit, which contradicts part 9 of article 19 of the law "On Advertising."

      The Commission of the Federal Antimonopoly Service recognized the advertisement as improper. A directive to cease the violation was not issued — the reason was the voluntary elimination of the violation.

      The materials of the case have been forwarded to address the issue of initiating an administrative case under part 1 of article 14.3 of the Administrative Offenses Code of the Russian Federation (violation of advertising legislation). In addition, documents have been sent to the Ministry of Internal Affairs of Russia for the city of Kirov — under article 14.37 of the Administrative Offenses Code of the Russian Federation (violation of the rules for installing advertising structures).
