The long-term construction on Pugachev has once again become a playground for teenagers.
The story of the unfinished construction on Pugacheva has been going on for almost ten years. The building was supposed to be completed back in 2017, but the developer went bankrupt, and the project remained unfinished. A few years ago, after the intervention of the People's Front, the area was fenced off, but, as it turned out, not for long.
Now the fence around the construction site is either missing or lying on the ground. The windows and doors are open, and anyone can get inside. This is actively used by teenagers. According to local residents, schoolchildren come here as a place for entertainment: they sit on the upper floors, play the guitar, and take dangerous "walks" through the unfinished building.
At the same time, the site itself remains extremely dangerous. There are open manholes, uncovered elevator and garbage chute shafts, scattered glass, and construction debris. Rebar sticks out of the ground, and access to the upper floors is unrestricted. Residents of neighboring houses fear that one day such games could end in tragedy.
Moreover, according to Kirov residents, some teenagers throw pieces of bricks down — towards passersby and parked cars.
As reported by the People's Front, last year the territorial administration of the Lenin district, through the court, obliged the bankruptcy manager to restore the fence and close off free access to the construction site. However, the court's decision has still not been implemented.
Now public activists intend to find out what measures the bailiffs have taken to enforce the decision and why the dangerous site has once again become ownerless.
