Since May 15, 2026, a unified set of benefits for SVO participants and their families has been in effect in Russia. The Kirov region has retained its own support measures and supplemented them with federal ones. We explain what payments, compensations, and benefits are currently available in the region.
What has changed since May 15
Presidential decree No. 327 of May 15, 2026, introduced a unified minimum set of benefits for SVO participants. This includes a subsidy for gasification of at least 100,000 rubles, free psychological and emergency medical assistance, priority enrollment of children in schools and kindergartens, free meals, and assistance with employment. By June 1, the Kirov region aligned its regional support measures with the decree. Currently, there are 92 support measures in the region: 39 federal, 49 regional, and 4 municipal.
Main regional benefits
SVO participants are compensated up to 15,000 rubles per year for firewood, provided with a gasification subsidy of up to 100,000 rubles, and compensated for the replacement of gas equipment — up to 15,000 rubles for one type of equipment. Families of SVO participants are reimbursed 100% of contributions for major repairs. Combat veterans have access to free dental prosthetics, excluding implants and prosthetics made of precious metals. For entrepreneurs, preferential rates apply under the simplified taxation system: 1% under the "income" scheme and 5% — "income minus expenses."
Taxes and payments
SVO participants are exempt from transport tax for one vehicle, as well as from property tax — for an apartment, house, and garage. The land tax is reduced based on the cadastral value of 600 sq. m of the plot. Upon signing a contract through the military enlistment office or collection point in the Kirov region, 800,000 rubles are paid: half from the federal budget and half from the regional budget. Compensation for injury ranges from 1 to 3 million rubles depending on severity. Group I disabled individuals receive an additional payment of 1 million rubles. The family of a deceased SVO participant is entitled to a federal payment of 5 million rubles and regional compensation. Combat veterans receive 4,838 rubles monthly, while those disabled due to military injury receive 8,794 rubles.
Support for families and education
The pregnant wife of a mobilized individual can receive a one-time payment of 45,000 rubles, and a monthly child allowance of 19,000 rubles regardless of family income. Children of deceased SVO participants and children of Group I disabled individuals receive 5,000 rubles per month, while children of Group II disabled individuals receive 3,500 rubles. Children of SVO participants are exempt from kindergarten fees and are provided with free hot meals in schools. Students in grades 1-6 have priority for after-school programs. Free clubs, sections, and camp vouchers are also available for children. Children of SVO participants can receive compensation for tuition costs at federal universities in the Kirov region. The president signed a document confirming the list of benefits for military personnel, volunteers, and their families. Regions are recommended to apply these measures at least until the end of the year following the completion of the special operation, and for combat-disabled individuals — indefinitely.
Transport, housing, and healthcare
SVO participants on leave and their family members can travel for free on public transport, except for taxis. SVO disabled individuals are reimbursed 50% of the cost of compulsory motor third-party liability insurance (OSAGO). Preferential mortgage programs are available for SVO participants: mortgages at up to 2% per annum, family mortgages at 6%, and rural mortgages from 0.1% to 3%. In the event of the death of an SVO participant or the granting of Group I disability, the state pays off loans. Families of the deceased can receive funds for home repairs once every 10 years. Medical assistance to SVO participants and their family members is provided on a priority basis. Free psychological assistance and sanatorium-resort treatment are available. SVO disabled individuals can undergo free rehabilitation, receive technical rehabilitation aids, and adapt housing through the "Defenders of the Fatherland" fund.
Social support and employment
Family members of SVO participants are accepted into social service organizations out of turn. For parents of participants, the maximum fee for stationary social services is reduced from 75% to 50% of income. SVO participants can obtain preferential loans, consultations, and assistance in business registration. Through a social contract, up to 350,000 rubles can be obtained for starting a business.
Municipal benefits and applications
In several districts, additional support measures are in place: free meals for siblings of children of SVO participants, compensation for school camps, and benefits for renting municipal property. The certificate of a family member of an SVO participant is issued at the MFC (Multifunctional Center). For compensations and subsidies, one must contact social protection authorities. Most benefits are provided only upon application — they are not assigned automatically.
