In the Kirov region, budget expenditures exceeded revenues by almost 1.4 billion rubles.
From January to March, the regional budget revenues amounted to 24.99 billion rubles, while expenditures reached 26.38 billion. Thus, the budget deficit for the three months exceeded 1.39 billion rubles.
At the same time, compared to the same period last year, the region's revenues increased by 776.6 million rubles, or by 3.2%. The main reason for the growth was an increase in tax revenues — by 1.67 billion rubles.
The expenditure part of the budget for the first quarter was executed at 22.6% of the annual plan. In total, in 2026, the volume of expenditures of the regional budget is planned at the level of 116.59 billion rubles.
As noted by the Audit Chamber, the budget execution this year is within the framework of 25 state programs. For their implementation, 26.3 billion rubles were allocated over three months.
In addition, more than 4.15 billion rubles were spent on the implementation of national projects in the Kirov region in the first quarter. The most funds were directed to the projects "Infrastructure for Life" — 2.17 billion rubles, "Family" — 1.45 billion, as well as "Youth and Children" and "Sustained and Active Life."
The Audit Chamber clarified that no changes to the law on the regional budget were made in the first quarter of 2026. The conclusion based on the monitoring results has already been sent to the governor and the regional Legislative Assembly.
