The Rosreestr explained when a plot will officially be recognized as unused.

      The Kirov Region Rosreestr Office explained the signs by which regulatory authorities now determine that a landowner has abandoned their land. In the fall of 2025, the Government of the Russian Federation approved the relevant criteria, which boil down to three main situations.

      The first case concerns plots intended for construction. If the allotted time has expired and construction has not yet begun, this is a sign of non-use.

      The second option is a paradoxical situation: a structure has been built on the plot, but by now it has fallen into an extremely dilapidated state and is not being used. This, clarified agency representative Mikhail Nikulin, refers to crumbling walls, lack of a roof, windows, and other similar destruction.

      The third point primarily relates to garden and vegetable plots—where construction is not mandatory. Here, inspectors will pay attention to land clutter and overgrowth of weeds.

      Why is it important for the state to identify such plots? The Rosreestr explained: land is a critically important resource. Inefficient use of plots reduces the economic attractiveness of entire regions and specific areas.

      But there is also a practical side. Proximity to an abandoned plot, the agency notes, creates real problems for ordinary citizens: weeds spread into neighboring gardens, fire hazards increase during dry seasons, and dilapidated buildings attract children who may use them as playgrounds.

      At the same time, there is no direct benefit for the state in seizing such plots—only indirect, cumulative benefits from the increased attractiveness of the area. As emphasized by Rosreestr, the state acts here not as a beneficiary but in its primary role as a regulator. The demand for solving the problem of unused plots comes from land users themselves.
