The State Duma proposed a new mechanism to combat stagnation in the new housing market. The deputy chairman of the budget and tax committee, Kaplan Panesh, believes that the government should buy unsold apartments at a discount of 20-30% from the market price to use them for social needs. The deputy cited inflated prices by developers, high competition, and a decline in demand due to unaffordable mortgages as the reasons for the stagnation, as reported by "Gazeta.ru." In the regions, he said, up to 67% of new housing is idle and gradually becoming unfit for use. The purchased apartments are proposed to be directed to social rental funds or handed over to large families, orphans, and participants of the Special Military Operation in order of priority.
