The dead have no shame: 50 thousand rubles compensation for "not treating"

      Today, an appeal is being prepared regarding the "disagreement over the excessively small amount of compensation for moral suffering" experienced by Susloparov not only during the painful death of his closest person but also during the "fake attempts" by the doctors of the 9th clinic, located on Verkhosunskaya Street, to prove their own regular efforts, if not in treating Perminov, then at least in alleviating his dying pain at home. Thus, the court was provided with excerpts from the patient's card, which indicated that Konstantin regularly attended medical appointments and received prescriptions and treatment recommendations, although by then he could no longer reach the bathroom on his own. Moreover, he even underwent a medical examination with quite decent "health indicators" and test results. However, the examination appointments were noted on days when the body of the patient from the 9th clinic had already been resting in the cemetery for several days. "Fictitious appointments with the therapist and specialists, the absence of any reaction from the doctors to the 'signal sheets' of the ambulance, the fraudulent medical examination of my deceased brother — any person would have their hair stand on end from such inhumanity and relentless lying. But not for Kostya's attending physician (now the head of the clinic) Irina Ovchinnikova. No, she did not blush with shame and pain, did not pale with horror, and to all questions, for example, 'how did you examine a dead person,' she merely shrugged," Igor Susloparov recounts about the last day of the trial.

      Status of disability — posthumously

      ...Kostya was a kind and patient person: he took care of his sick grandmother — a veteran of war and labor — for several years, and the worries took up so much time that he did not manage to start a family and have children. Health problems began back in 2018: first a heart attack, then issues with the pancreas, fluctuating blood pressure, and his legs failed him. He was weakening, but at first, he held on. While he had the strength, he worked as a night watchman near his home to have money for food and medicine. The hospital doctors said that Perminov did not need surgery and treated him "according to protocol." Even when he began to experience severe heart pain and hypertension prevented him from getting up, they advised him to call an ambulance. But the injections given by the medics who arrived on calls to Naberezhnaya Street, 9, only provided temporary relief. In the fall of 2022, the attending therapist Irina Ovchinnikova referred Konstantin to specialists to gather the necessary documents for a medical and social examination for disability. In December, when the documents and conclusions were ready, Konstantin personally handed them to the doctor. However, neither in January nor February was there any information about the results of the MSE commission, which reported that the documents had not yet arrived. Only in March did the head of the clinic, Elena Timkina, have to admit that Konstantin Perminov's documents... had disappeared: "We don't know where." A complaint to the Ministry of Health, submitted in early April, accelerated the search for the lost documents. By that time, as Igor recalls, Konstantin had become very weak. "On April 17, he sat there as white as a sheet, and it seemed he couldn't get any whiter, yet he kept paling. Ambulances came — they thinned his blood. Then he said: I'm not in pain anymore... But he felt as if blood was dripping straight from his heart. An aunt ran over to keep an eye on him while I rushed to the clinic hoping they would provide a car to take him to the hospital. We collided in the doorway... She entered... Seconds... And he was gone," recalls the brother of the deceased.

      Konstantin's funeral was quiet. And when the brother returned to the empty house, the phone rang. A businesslike voice announced: "Konstantin Yurievich has been assigned a third group of disability." And he could finally stop being ashamed that he had no money for food and "heart pills," that he was now entitled to receive free medications... But posthumously.

      Relatives of Konstantin Perminov filed a statement with the Investigative Committee, which opened a criminal case for "failure to provide assistance to a sick person." On April 9, 2025 (exactly two years after Perminov's documents finally arrived at the MSE), the forensic medical examination concluded that there was no "direct causal link between the treatment provided to Perminov and his death."

      And for the "expert opinion," one could probably come up with some questions, as for the "main" one — whether the absence of treatment was the cause of death, the answers are likely not provided. Although the case is not yet closed, it prompted the Investigative Committee to advise the deceased's family to "seek the truth in court through civil means."

      By the way, during the initiation of the criminal case, therapist Irina Ovchinnikova was promoted. And perhaps she managed so successfully that a year later she replaced the head of the clinic, Elena Timkina. She continues to remain the head, even though the court has confirmed several facts of "fictitious medical examinations."
