Vyacheslav Tsaryuk: "The Capital Repair Fund of the Kirov Region is a step away from disaster"

      The team of the Kirov regional branch of the Fair Russia Party has expressed concern about the state of affairs in the area of capital repairs of houses since 2024. The reason is the enormous expenses on facade repairs in the anniversary year for Kirov. Deputy of the Legislative Assembly from the Fair Russia faction Vyacheslav Tsaryuk raised the issue at the committee. He emphasized that the faction's deputies made inquiries to the regional Ministry of Construction and the Fund for Capital Repairs and received official responses that do not even agree with each other.

      Thus, in the response from the Fund for Capital Repairs to the question of how many houses and for what amounts are planned to be repaired this year, it is reported that in Kirov, it is planned to repair 347 apartment buildings (APBs) for a total of 5.72 billion rubles, while in the districts — 531 APBs for 6.08 billion rubles. At the same time, the debt to contractors amounts to 310 million rubles. And by November 30 of this year, the Fund must repay a loan of another 1 billion rubles.

      "We calculate: a total of 13 billion rubles we must spend this year," Vyacheslav Tsaryuk exclaimed. "Over the year, it is planned to collect 2.2 billion from the population. And as of March 1, there were only 20 million rubles in the Fund's account. This is almost zero compared to such an amount. Considering that we currently have 9110 houses in the capital repair program, only 6877 are paying, the rest of the APBs have gone to special accounts, and the best houses have left! Who do you plan to collect money from in such quantities? How do you plan to implement the intended capital repair plans? We have the right to know this and demand full transparency in all figures from you!"

      The Fair Russia member emphasized that already about 30% of the APBs have switched to special accounts. And this figure continues to grow because the population sees what is happening with the Fund for Capital Repairs. People are moving to special accounts, understanding that they will not wait for repairs.

      "We believe, and not without reason, that the Fund for Capital Repairs is on the brink of collapse or one step away from disaster," Vyacheslav Tsaryuk concluded his speech.

      The speech was heard: the issue of the operation and financial condition of the Fund for Capital Repairs of the Kirov region has been included for consideration by the committee in June of this year, rather than in the fourth quarter, as initially planned. During the speech, the deputy asked why the report from the Fund was postponed for six months and whether there was a fear of telling the truth before the elections.
