The Legislative Assembly Committee supported the bill on "salaries" for grandmothers.
At the meeting of the Legislative Assembly committee, the deputies reviewed a draft law amending the law "On Measures of Social Support for Families with Children." It was proposed to adopt it in two readings.
The document mentions the establishment of a new monthly social payment to grandmothers or grandfathers for caring for a first-born child, born or adopted between July 1, 2026, and December 31, 2028. The payment will be made until the child reaches three years of age. At the same time, parents must be studying full-time or working; in the latter case, each of their incomes must be at least 1.5 times the minimum wage.
The amount of the payment represents the difference between the sum of 45,794 rubles and the monthly income of the grandmother or grandfather (for example, a pension), if the child was born/adopted by a woman under 25 years old. If at 25 years old or later, then the payment will be calculated as the difference between the sum of 38,203 rubles and the monthly income of the grandmother or grandfather.
Authorities expect that, on average, they will have to pay an additional 19,500 rubles. In 2026, the funds for this support measure will be taken from the money allocated for the salaries of mothers of first-born children. In 2027, about 42 million rubles will be needed. At the same time, taxes from working parents (personal income tax) will flow into the budget.
During the discussion, it was mentioned that the payment will likely be available not only to grandmothers or grandfathers but also to other relatives caring for the child, such as great-grandmothers. It is also possible that non-biological grandmothers/grandfathers will receive it. All of this will need to be worked out by the government, which will determine the procedure for receiving payments. Committee members unanimously supported the initiative.
