Version: The ex-judge Marat Chepurnykh has been chosen a measure of restraint?

It is likely that after undergoing unnoticeable changes in his wardrobe — in the form of an electronic bracelet on his leg, as well as a shift in "status position" — from an ordinary citizen to "suspect" — with a record in the "criminal history" stating "preventive measure chosen, most likely house arrest," Marat Viktorovich was released after a couple of days. But with a "curtailed legal right to freedom and movement."

As presumably reported by a law enforcement source, the electronic "decoration" will help the investigation not to waste time (and resources) searching for the suspect. Against whom, allegedly, a criminal case was initiated at the end of April-beginning of May 2025 for "Use of violence against a representative of authority" (Article 318 of the Criminal Code of the Russian Federation) and "Poaching."

However, Marat Chepurnykh, as reported by the victims last summer, made numerous attempts to avoid "direct contact with the investigation" — either changing locations or claiming that, living in the "remote village" of Kazan, he did not receive "police invitations for rendezvous." This could have been interpreted as "hiding from the authorities" after several months of patient waiting, and ended with the standard reaction of the investigation, which issued a search warrant.

As reported by victims in April 2025, Newsler.ru wrote that on the 23rd, the former federal judge was detained in Urzhum on four preliminary charges: "illegal fishing," "illegal hunting," "use of violence against a representative of authority," and "infliction of bodily harm." The first — unsuccessful — attempt to detain the "extremely audacious poacher" reportedly occurred at the border of the Nolina district, from where, having dealt with the fish protection officers, the "fisherman and shooter" attempted to flee. But he was detained in Urzhum — based on a description. As a Nolina source explained, the case materials, confirmed by dashcam footage, were sent to the Investigative Committee.

Initially, this instilled "iron hope" that the detainee would not be able to evade criminal responsibility. As well as serious — not administrative — punishment, since two fish inspectors were beaten during the detention. In this regard, a criminal case was initiated, providing for a punishment of up to 10 years of imprisonment.

At the same time, as one of the inspectors recounted, most likely not wanting to appear as a punching bag for the "general public," he was "slightly injured by a paddle." His partner was "just beaten with hands," but without much fanaticism... Probably just to show off against the inspector, who did not show due respect to the "mantle-wearing — albeit in the past — person." Thus, for the process of physical recovery of the representatives of authority, hospitalization was not required.

As one of the inspectors recounted at the time, during the attempted detention, the poacher managed not only to beat both of them but also to steal and puncture the patrol boats. He associates the damage to the "service equipment" not only with the impulsiveness of being caught at the crime scene and the desire to prolong their journey home as much as possible, "without horses," but also with the intention to get rid of evidence. Among which were, as indicated in the April protocol, two 50-liter barrels filled with illegally caught fish during the spawning period. As well as hunting trophies in the form of beaver pelts.

The mantle was removed, the rest was undamaged...

However, even then, the victims suspected that not choosing a preventive measure for Chepurnykh in the form of "detention" and keeping him in the Urzhum isolation facility was a significant risk for the investigation to lose sight of him for a long time.

Let us recall that the first "detention" of Chepurnykh occurred on the night of October 5-6, 2019, when he — still an acting federal judge — was returning from his own wedding. After being stopped by patrol cars, the groom seated his pregnant bride behind the wheel, who was later found guilty of driving under the influence. But when the video footage capturing the "swap" of drivers appeared online, the court decision was overturned.

In January 2020, the Supreme Qualification Collegium of Judges stripped Marat Chepurnykh of his powers. And not only for drunk driving but also for providing "false information about income and property." For example, the declaration did not mention the opening of eight bank accounts and the receipt of eight million rubles, the appearance of which — even with a very solid judge's salary — could not be explained. There were also no data on two apartments in use and participation in shared construction of real estate, as well as on credit obligations.

By the way, Chepurnykh contested the decision of the VKS, but did not appear at the meeting, citing that he lived in a snow-covered remote village of Kazan and spent all his time in the forest without communication.

However, over the past six years, the former federal judge has so frequently become involved in scandals and disputes that the public joked about the need to dress the judicial corps in red robes — so that the shame on the faces of judges for the actions of their former colleague would not be so noticeable.

In the spring of 2023, Marat Chepurnykh filed a lawsuit "to determine the place of residence of his three-year-old son with his father and grandmother," and the main argument for "taking the child from the father," whose official salary was 30 thousand rubles (and who had two children from his first marriage), was that it would be better for the child to live in nature — in that very Kazan.

During the proceedings between the former spouses, the details that the court did not pay attention to for a long time were particularly striking. For example, the repeated remarks of the mother-in-law: "Look, he is still drunk." As well as statements about the "cruelty of the ex-husband," which forced the ex-wife to turn to the police with a statement about being beaten. The case contains a photo of the child, whose face and hand are covered in blood. As the former spouse explained, Marat hit her until blood appeared in front of their son, which splattered on the child's face. And the former mother-in-law reported that in her presence, the son-in-law knocked her daughter to the floor and kicked her.

On October 19, 2023, a statement was registered by Nina Morozova about being beaten by Marat Chepurnykh. According to the appeal, on that day, Nina Anatolyevna was cleaning the yard of her house on Vorovsky Street when the chief engineer of the management company "Alliance" arrived. In response to a question posed by Morozova, Chepurnykh (quote), "swearing with the last words, ran up, spat at me, and immediately struck several blows to my face, aiming more at my mouth."

"Then, grabbing me by the scruff and tearing off my collar and hood, he dragged me into the semi-basement, where '...throwing me onto the last step of the iron staircase, he kicked me for a long time while I was on all fours, trying to hit my kidneys, and beat me on the head with his hands,'" the victim recounted. Only in April 2025 did the civil court order Chepurnykh to pay Morozova for moral damages in the amount of 50 thousand rubles. The court's decision has still not been executed.

On August 27, 2024, the Oktyabrsky District Court found Marat Chepurnykh guilty of violating traffic rules, resulting in moderate bodily harm to the victim, and imposed a penalty in the form of an administrative fine of... 15 thousand rubles.

According to the "judicial version," Chepurnykh, having knocked down 20-year-old Andrey Milimuk at the pedestrian crossing at the intersection of Militsionnaya and Derendyayeva streets on July 2, tried in every way to assist him and even called an ambulance. But in the "protocol version," supported by surveillance camera footage, the "Peugeot" car hit a person at the pedestrian crossing. After which the driver exited the vehicle, approached the injured person lying on the roadway, and ran towards Proletarskaya Street. The ambulance and police were called by eyewitnesses.

From the testimony of inspector E. Ryabova: "The driver of the vehicle was absent at the scene of the accident. The phone was turned off. Four possible places of residence for Chepurnykh were established. During the review of the video recording, it was established: the collision occurred at 16:59. After the collision, the driver exited the vehicle, approached the pedestrian, and at 17:02 ran along K. Liebknecht towards Proletarskaya."
