Kirov residents support fines for those who throw garbage out of their cars.
The research service SuperJob surveyed economically active residents of Kirov and found out their attitude towards fines for littering from vehicles. The current norms of the Administrative Offenses Code of the Russian Federation provide for fines of up to 15,000 rubles for individuals and up to 50,000 rubles for legal entities. It turned out that 73% of respondents have a positive attitude towards these measures. Only 7% hold the opposite view.
The respondents were divided by mode of transportation. Among drivers, support was higher — 77%. Among pedestrians, this figure was lower — 70%.
By gender, the picture is different. Women support high fines more actively than men (75% versus 72%). At the same time, men more often express a negative attitude towards such sanctions (9% versus 6% among women).
Opponents of the measures, mostly men, comment on their position as follows: littering occurs due to the lack of organized collection, sorting, recycling, and disposal of waste. They also believe that violations should be recorded by cameras, and that the traffic police and the National Guard should be responsible for stopping them.
The survey did not reveal any significant demand for reducing fines in Kirov. On the contrary, three-quarters of the city's residents — including the majority of drivers themselves — consider the current amounts justified.
