It will be in effect until 2030. According to him, the document is necessary to support local volunteers. Sokolov also expressed the opinion that the state should not solve issues that can be addressed by volunteers and community activists: "If something can be done by society (public organizations, volunteers), it should not be resolved by state methods. If volunteers can do it, hand it over to the volunteers. Do not create an institution for this. It is expensive and ineffective. And it undermines the system of public organizations and volunteering. Also involve the Public Chamber. If there is an opportunity, let the community activists do it strictly." According to the governor, he came to this conclusion because the initiatives of volunteers and authorities often intersect and contradict each other. He instructed his subordinates to study how community activists and volunteers handle various events.
