The amendments proposed by the deputies to the law on the employment quota for participants of the Special Military Operation did not pass.
Let us remind you that at the last meeting of the Legislative Assembly, the deputies adopted in the first reading the draft law "On establishing a quota for the employment of participants in the special military operation in the Kirov region." It establishes the obligation for employers with more than 100 employees to hire participants of the special military operation in the amount of 1% of the average number of employees.
Today, April 23, the draft law was reviewed at a meeting of the Legislative Assembly committee. Six amendments were submitted by the governor and deputies.
The first amendment (from the governor) proposes that when calculating the average number of employees, workers whose working conditions are classified as harmful or dangerous, as well as employees of branches and divisions of Kirov firms operating outside the region, should not be included. In addition, the possibility of concluding agreements between employers to fulfill the quota is provided. Finally, the governor suggested that the employment of disabled individuals among the participants of the special military operation should count towards the quota specifically for participants of the special military operation.
Deputies Tatyana Yerdyakova and Tatyana Platunova proposed five more amendments. The first proposes to reduce the quota from 1% to 0.5%. The second — to include preserved jobs for those mobilized in fulfilling the quota. The third — to determine the procedure for calculating the quota. The fourth — to exempt employers from fulfilling the quota if there are no registered participants of the special military operation with the employment service who meet the requirements for vacant positions. The fifth — to exclude administrative liability for employers.
During the voting, only the governor's amendment passed. Taking this amendment into account, the committee recommended adopting the draft law in two readings.
