In Kirov, it was proposed to liquidate the "Culture Park."
Today, April 21, a meeting of the Duma's commission on economics and entrepreneurship took place in Kirov. They discussed the activities of the institution created at the beginning of the year called "Kirov Culture Park." Initially, it was supposed to be responsible for all parks in Kirov, but for now, it has only been given the park near the circus.
The figures presented did not particularly please anyone. According to the director of the "Park," to date, the institution has received 7.3 million rubles from the placement of attractions and is expected to receive another 1.3 million rubles from providing trading spaces. In 2026, it is planned to generate an income of 14.9 million rubles. This is 10 million rubles more than the authorities managed to earn from the Kirov park a year earlier, but there is a catch — the expenses are also quite impressive.
Recall that at the end of last year, the institution was allocated 13.2 million rubles from the budget. As we anticipated, this money was not enough — a total of 44 million rubles is required, including about 20 million rubles for the maintenance of the park near the circus. The institution is now asking for money from the deputies again.
One of the expense items is the repair of the premises. Currently, it is, according to the director, in unsatisfactory condition, which is why there are still only four employees in the "Park" — the director himself, his deputy, an accountant, and the chief accountant. It is not possible to hire the rest until the premises are repaired.
1.6 million rubles are needed for the work. It will take about a month. If the deputies do not allocate money for the repairs, they will have to use their own funds, the director noted. After the repairs are completed, the remaining 15 employees will be hired, including artists, a programmer, a legal advisor, a human resources specialist, an engineer, and many others.
Deputy Larisa Kopysova expressed the opinion that the feasibility of this organization is absent. They have started spending less on the maintenance of the Kirov park, but overall expenses have significantly increased, which hits the budget. Moreover, there are currently hardly any employees in the institution, so all events are still conducted by the culture department; nothing has changed in this regard. As for the maintenance of the park near the circus, the territorial administration could have just as easily concluded contracts for this, as they did before.
Kopysova added that in 2025, 28 million rubles were spent on the park, earning 4.9 million rubles, with total expenses amounting to about 24 million rubles. And now, considering the income already received by the institution, it needs an additional 37 million rubles from the budget to continue its activities.
Deputy Head of the Administration Vsevolod Frolov defended the "Park." He noted that the work has just begun, and moreover, the institution will be responsible not only for the park near the circus but for all parks in general. Deputy Denis Erokhin expressed the opinion: "Your initiatives are thirty million rubles from the budget. I believe we are simply maintaining some unclear organization. This is a non-working story that will consume money from the budget. And allocating 37 million rubles is unreasonable."
Deputy Yuri Shlemenson suggested that the "Park" create a roadmap so that everyone in the Duma understands what it plans to do. Otherwise, nothing is clear to anyone right now. Several other people expressed doubts about the work of the "Park." Among them was the head of the Audit Chamber, Elena Merzlyakova, who does not often speak at Duma meetings.
Erokhin suggested giving the "Park" time until the June commission meeting to develop a clear plan for its activities and prove that it is indeed needed by the city. Otherwise, the organization should be liquidated, and everything should be returned to how it was. Those present supported this decision.
