A resident of Kirov did not remove weeds from his plot and received a fine.

The story dates back to 2020, when the owner was already fined for the unauthorized removal and relocation of the fertile topsoil, as well as for the overgrowth of the plot with weeds and shrubs. The offender admitted guilt at that time and in 2021 submitted a reclamation project. According to the document, by the end of 2023, he was supposed to equip the site with ponds for fish breeding and mow the weedy vegetation. However, on December 15, 2025, the Rosselkhoznadzor conducted an unscheduled inspection (in coordination with the prosecutor's office) and found that the promised activities had not been fully completed. The ponds had not appeared, the removed fertile layer was still piled around the edges of the excavations, and the plot continued to overgrow. On January 30, 2026, two protocols were drawn up against the owner under parts 1 and 2 of Article 8.7 of the Administrative Offenses Code of the Russian Federation (failure to fulfill land reclamation obligations and overgrowth). The cases were combined into one proceeding, and on April 7, the offender was fined 20,000 rubles.
