The Federal Bailiff Service of Russia explained what measures are taken against those who ignore the requirement to pay an administrative fine imposed by a bailiff within their authority. If the money does not arrive within the legally allotted time, the bailiff draws up a protocol and submits the case to court. The further decision is made by the judge: based on Article 20.25 of the Code of Administrative Offenses, the offender faces one of three types of punishment. The most common scenario is a fine, but already in double the amount of the initial unpaid sum. The minimum threshold for such a penalty is set at 1,000 rubles. Alternatives may include 50 hours of community service or administrative arrest for up to 15 days. Moreover, the choice of the specific measure is left to the court — for example, if the debtor has previously been prosecuted for similar violations, they are highly likely to be taken into custody. However, court proceedings are not the only consequence. Even before the case is heard in court, the bailiff has the right to initiate enforcement mechanisms. The agency's arsenal includes freezing bank accounts and seizing funds, wage garnishments, and seizing property (vehicles, real estate, equipment). In addition, a persistent non-payer may temporarily be barred from leaving the country — a popular and effective measure for many debtors. The Federal Bailiff Service emphasizes that such steps are aimed not only at recovering a specific amount but also at encouraging citizens to comply with legal requirements in a timely manner. The agency urges individuals not to let matters escalate to additional sanctions and to pay fines within the established timeframe to avoid administrative, and in some cases even criminal, liability.
