      It should be noted that the detention of Ovsyannikov became known earlier. According to a source close to law enforcement agencies, the security officer is likely to be charged under part 3 of article 286 of the Criminal Code of the Russian Federation (abuse of official powers). The case may involve actions using violence or special means. The interlocutor also did not rule out that there might be a corruption component in the case — earlier there was information about a possible connection with the former deputy head of the regional Ministry of Internal Affairs, Andrey Voronov, who allegedly entered into a pre-trial agreement and testified against his colleague.

      The claims against Ovsyannikov apparently stem from an incident involving the forceful detention of a Kirov entrepreneur in the summer of 2019. At that time, the press service of the Ministry of Internal Affairs released a video showing special forces officers in masks pulling a man out of a car, slamming his face onto the asphalt, and handcuffing him. The detainee was held in special means for four hours, and four searches were conducted on witnesses without a court order.

      Later, the court recognized these actions as illegal and ordered compensation for moral damages to the businessman. The sanction under part 3 of article 286 of the Criminal Code of the Russian Federation provides for imprisonment for a term of three to ten years.
