In the Kirov region, they want to introduce honorary signs for 38 thousand rubles.
Today, the Legislative Assembly committee reviewed a draft law developed by the prosecutor's office, which amends the law "On Honorary Signs of the Kirov Region." It was proposed to be adopted in two readings.
The new honorary sign "For Assistance in the Special Military Operation" is planned to be awarded to Russian citizens who have helped achieve the goals and objectives of the SMO in one way or another. In particular, those who assisted soldiers and their families, contributed to the perpetuation of the memory of the fallen, and made contributions to the development of the DPR, LPR, Zaporizhia, and Kherson regions, as well as regions of Russia adjacent to the SMO zone.
The explanatory note states that the estimated cost of one honorary sign will be 38,600 rubles. This includes 38,000 rubles for the sign itself, 200 rubles for the certificate, and 400 rubles for the base and case. It also mentions that if 10 copies are produced per year, 386,000 rubles will need to be allocated from the budget.
This caused great outrage from Deputy Albert Bikalyuk, who reminded that medals commemorating the anniversary of Kirov were produced for about 3,000 rubles each (and they turned out to be unclaimed), while here it is as much as 38,000 rubles. He was told that the authors of the draft law studied the retail prices of factories producing similar products and obtained such an average price.
Questions were also raised about why there are only 10 awards and who will decide who to award. It turned out that a special commission will make the decision. As for the quantity, 10 is an approximate number provided in the financial and economic justification of the draft law, and the actual number can be anything.
The Legislative Assembly committee, though not unanimously, supported the initiative. It will be considered at the plenary session.
