Another council is being created in Kirov Oblast.
According to the regional authorities' plan, the council is to engage in strategic planning and coordinating interaction between government bodies, business and the scientific community. It is expected to operate in conjunction with the region’s Ministry of Industry and Trade and the Industrial Development Fund of the Kirov Region (FRP).
It is also proposed to create a specialized unit within the FRP that will deal with issues of scientific and technological development of industry, work out promising product directions and implement developments into production. The role of universities and a future world-class campus is singled out separately, which, according to the minister, should become a hub for interaction between science and technological partners.
The creation of the Council for Scientific and Technological Development comes against the background of an industrial development council under the governor that was already formed in December 2025. At that time another consultative body appeared in the region with the participation of regional leadership and a number of enterprises. However, representatives of the region’s largest industrial holdings were not included in its membership. The council’s decisions are advisory in nature; meetings are to be held at least once a year.
In addition, a number of other councils and headquarters are already operating in the Kirov Region. As recently as December 2025, documents were updated or revised regarding the intermunicipal coordination council for the development of agglomerations, the council of chief designers, the headquarters for implementing the “Physical Culture and Mass Sports” program, the governor’s science council and the council on the investment climate.

Another council is being created in Kirov Oblast.
In Kirov Oblast, a Council for Scientific and Technological Development is planned. The initiative was put forward by the region’s Minister of Industry, Entrepreneurship and Trade, Denis Pestrikov. The new advisory body will be headed by Governor Alexander Sokolov.
