During the visit, the ombudsman inspected the main premises of the institution, checked the organization of catering and compliance with sanitary and epidemiological requirements in the food unit. In the medical section he reviewed the procedures for providing medical care and medication supply, and also discussed staffing and technical equipment issues with the personnel.
Alexander Panov paid particular attention to the living conditions in the regimen blocks. He inspected the material and domestic state of the cells, compliance with temperature regimes and sanitary standards, and also visited cells where women with children are held. Two women with children under four are held in the pre-trial detention center — enhanced conditions have been created for them, food rations have been increased, and the duration of outdoor walks and parcel deliveries is not limited. The cells are equipped with baby cots, changing tables, household appliances, shower cabins and everything necessary for child care.
The ombudsman also inspected the exercise yards and the bath-and-laundry facilities, and checked the procedures for conducting daily walks, sanitary cleaning and the organization of visits with relatives.
Separately, the matter of detaining minors was considered. Alexander Panov reviewed the organization of education and upbringing activities, spoke with the teenagers, and discussed their interests, family connections and plans for the future.
At the conclusion of the visit, the commissioner held conversations with those in custody and arranged personal receptions for anyone wishing to raise individual issues.
