A psychiatric unit for examinations has been opened at the Kirov penal colony.

      A unit opened on the premises of a Federal Penitentiary Service (FSIN) facility — the first such experience in Russia. Previously, defendants requiring inpatient forensic psychiatric examinations were transferred to other regions, which lengthened the time needed for criminal investigations.

      Representatives of the government of the Kirov Region, the regional FSIN office, the Ministry of Internal Affairs, the medical community and the Human Rights Commissioner took part in the opening ceremony. After the official part, guests were shown small-cell-type wards, medical offices, utility and ancillary rooms, and exercise yards. The unit includes measures that take into account both security requirements and the working conditions of the medical experts.

      Four wards have been equipped to accommodate those under examination: three for single occupancy and one for three people. Examinations will be conducted by specialists from the V.M. Bekhterev Center for Psychiatry and Mental Health. Based on the stay, a commission will issue a conclusion on the sanity or insanity of the person involved in the criminal case.

      The opening of the unit will shorten investigation times and reduce costs associated with transferring defendants to other regions of Russia.

An inpatient forensic psychiatric examination unit has opened at the medical-correctional facility LIU-12 of the Federal Penitentiary Service of Russia for the Kirov Region. It was established on the basis of the KOGKBUZ “Center for Psychiatry and Mental Health named after Academician V.M. Bekhterev” and is intended for persons held in custody.
