Kirov residents were told how to avoid running out of money when building a house.

      Last year the government of the Kirov Region received a number of appeals from citizens who suffered from the actions of contractors during the construction of private houses. To prevent such cases from recurring, the regional Association for Low-Rise Cottage Construction decided to explain how to properly choose a contractor and what other measures can be taken.

      When choosing a contractor, you should assess the experience and reputation of the company you plan to work with. You should also read reviews from those who have already worked with the firm. Make sure the company has houses that have been built, completed and occupied.       In addition, escrow accounts can be used to protect citizens’ funds when building private houses. Under this mechanism the customer’s money is held in special accounts at banks until construction is completed. The contractor can access them only after the house is handed over; until then he must use his own or borrowed funds. There are already 148 such contracts concluded in the region, the Ministry of Construction reported.

      If you have already suffered from unscrupulous contractors, submit an application to be included in the relevant citizens’ register. This can be done by January 20, 2026 at [email protected]. You should attach scans of documents confirming violations of construction deadlines (the construction contract, the mortgage loan agreement, and so on). After that the authorities will decide how your rights will be restored.
