Kirov residents were refunded for hot water they didn't receive.

      An inspection was carried out following complaints from Kirov residents living in an apartment building on Kazanskaya Street.

      The residents reported that during repair work hot water was unavailable in their apartments, yet the utility charge continued to be billed. During the inspection the complainants’ claims were confirmed — the service was in fact not provided.

      The supervisory authority found that one of the causes of the problem was inaction by the city administration, which failed to arrange timely repairs to an unowned section of the water supply system.

      The prosecutor’s office submitted a formal representation to the head of the city administration. Following its review, the violations were remedied, and the utility provider recalculated the hot water charges. The total refund to consumers amounted to 23,000 rubles.

      The prosecutor’s office noted that oversight of compliance with citizens’ rights in the housing and utilities sector will continue.
