In the autumn of 2025 in Kirov, an airline representative refused to allow a foreign woman with a small child, who had refugee status, to board a flight to Sochi. The reason was that the child did not have a separate certificate confirming the granting of temporary asylum. As a result, they had to travel to their destination by other means.
The woman turned to the transport prosecutor’s office, which immediately conducted an inspection. It concluded that the passengers had been refused unlawfully. A case was opened against the airline under Part 1 of Article 14.4 of the Code of Administrative Offences of the Russian Federation (provision of services that do not meet legal requirements). The prosecutor also issued a formal submission to the head of the airline and demanded that the passengers be refunded for unused tickets. The carrier had to comply.
