Kilmezsky District is being prepared for transformation into an okrug.
The prompt was a regional law on local self-government: from January 1, 2026 the remaining 20 districts of Kirov Oblast must receive the status of municipal okrugs, according to a press release from the regional government.
The head of Kilmezsky District, Andrey Korshunov, said that after the reform local authorities will be preserved but will operate under a different legal status — as territorial administrations. According to him, residents will continue to receive all services, and control over their quality will "be strengthened."
At the meeting it was also said that the population's attitude toward the changes is generally "positive," and the questions that arise are mainly attributed by the authorities to a lack of information. Korshunov stressed that explanatory work needs to continue in order to allay the concerns of those who do not yet fully understand exactly how local governance will be organized.
At the same time the district head noted that the effectiveness of the new single-tier system, in his view, has "already been proven," and that the quality of residents' lives, as before, will depend on the activity of the citizens themselves and the work of the local leadership.
