As it turned out, since its founding the cultural institution has not had its own restroom. Visitors and staff have to use the toilet in the neighboring music school’s building. This humiliating practice has existed for years, despite numerous complaints.
The problem reached the highest level: during a visit to the district center Governor Alexander Sokolov was shown the library and informed about its lack of basic amenities. However, help never came. Instead of solving the pressing problem, artists from Kirov were sent to the institution to decorate the façade.
"Now one can learn patriotism and love of the Motherland without going inside," local residents comment with bitter irony. "Because even if you do go into the reading room, you are unlikely to stay long."
The new mural, which includes a girl with a mysterious smile, has become for many a symbol of ostentatious beautification intended to hide real problems. Jokes have already appeared on social media that the next object the authorities decide to 'paint' instead of actually building might well be the long-awaited toilet.
Meanwhile, according to regional government publications, artist Vladislav successfully brought the concept to life despite difficult weather conditions, and local residents Dmitry Tatarinov and Dmitry Vozhiyanin helped with equipment and organization. One can only guess how many times the artist visited the facilities in the neighboring music school in the course of his "titanic labor."

A large-scale patriotic mural appeared last week on the building of the district library in the settlement of Leninsky (Shabalino) in Kirov Oblast. The bright image, according to its creators’ intent, is meant to symbolize youth, traditional values and love for the Motherland. However, local residents greeted the novelty with irony: for many years the library, decorated on the outside, has lacked basic amenities inside.
