Zotina was appointed head of the Department of Municipal Services.

      Today the head of the Kirov administration, Vyacheslav Simakov, presented to the deputies of the Kirov City Duma the candidacy of Sergey Zotin. He proposed appointing him to the position of head of the Department of Municipal Services.

      Simakov noted that Zotin was born in Kirov, graduated from Vyatka State Humanitarian University with a degree in law, and underwent professional retraining twice — at the Russian Presidential Academy of National Economy and Public Administration and at the Moscow School of Management "Skolkovo." He worked at the territorial administration of the Leninsky District, the Department of Public Improvements, the Agency for the Development of Monotowns, headed the Department of Municipal Services and then the Development Corporation, and most recently served as deputy head and acting head of the Department of Municipal Services. Simakov added that Zotin has received a number of municipal and regional awards and that he is a competent and capable leader.

      Zotin himself, speaking before the deputies, said he sees one problem in the department — insufficient interaction between different bodies. "We often do not know what our colleagues who deal with the same tasks are doing," he said. Zotin added that he would try to coordinate the activities of all institutions to achieve the result that citizens expect.

      Overall the deputies received the returning head of the Department of Municipal Services well. One of them, Viktor Savinykh, openly expressed his support and wished him luck. During the vote, the candidacy was supported unanimously.
