A school for 500 students in Nolinsk could cost more than a billion rubles.
The Ministry of Construction of the Kirov Region has received additional funding for the construction of a new school in Nolinsk. A document signed by acting chairman of the regional government Dmitry Kurdyumov provides for the allocation of budgetary appropriations from the regional budget for the construction of a school building for 500 students with a sports and wellness complex.
According to Resolution No. 561-P dated October 29, 2025, the total cost of the project will be 790 million rubles. However, this amount is far from complete. The document indicates that the calculation does not include a previously allocated subsidy of 166.5 million rubles (from 2022), nor future expenditures on “means of education and upbringing” — equipment and classroom outfitting, which will cost roughly another 150 million rubles. As a result, the cost of construction could exceed one billion rubles.
At the same time, the project remains one of the region’s most problematic long-stalled construction projects. By court order, the school was supposed to admit students on September 1, 2023, but the contractor failed to fulfill its obligations, and the contract was terminated. A new company, LLC "GrazhdanRemontStroy," is now working on the construction site, having been entrusted by regional authorities to complete the project.
An annex to the resolution states that the main expenditures for the project will fall in 2026 — more than 484 million rubles, with another 98 million planned for 2027. The school is scheduled to be commissioned in 2027.
It should be noted that, according to official figures, 1.3 billion rubles were spent on the construction of a new school in the sloboda of Sheveli. However, that school has a capacity of 1,600 places, unlike the Nolinsk school, which will accommodate 500 students.
