Now a Russian citizen can register no more than 20 SIM cards in their own name, and a foreign citizen no more than 10. If the limit is exceeded, mobile operators are not allowed to provide services for such numbers from November 1, the State Duma website reports.
According to Roskomnadzor, in October the threshold was exceeded by 89,000 Russian subscribers, on whom almost 6.5 million numbers are registered, and by 37,000 migrants, who have 757,000 SIM cards.
You can check the number of registered numbers on the Gosuslugi portal in a special section. There users can also block unknown SIM cards and enable a self-ban on registering new ones. About 200,000 people used this feature over two months.
State Duma Chairman Vyacheslav Volodin noted that in 2025 ten federal laws have already been adopted in the fight against telephone fraud, and for the first time in several years a decrease in the number of cybercrimes has been recorded. The system created makes it possible to protect citizens from the actions of cyberfraudsters and financial losses, the Duma chairman emphasized.
