      The document is intended to ensure that graduates of medical universities and colleges meet regional staffing needs, DumaTV reports. From now on, training in residency, as well as in secondary vocational education programs — for example, for nurses and feldshers — will be conducted through targeted enrollment.

      The bill also provides that graduates of medical universities who have passed initial accreditation will work under the supervision of mentors during their first years on the job. The maximum mentoring period will be three years and will depend on the specialty.

      In addition, applicants admitted under targeted enrollment will receive preferential admission rights — regardless of grades and exam results.

      If a student violates the terms of the targeted training contract, they will have to reimburse the cost of training to the budget and pay a fine equal to twice the amount of the compensation.

      The Ministry of Health emphasized that the bill does not limit graduates' choice of a specific medical institution — they will be able to choose the region and workplace themselves.
