The State Duma rejected the idea of increasing fines for officials for insulting Russians.

      Amendments were proposed to articles of the Code of Administrative Offenses concerning the procedure for considering citizens' appeals (Art. 5.59 of the Code of Administrative Offenses of the Russian Federation) and insults (parts 4 and 5 of Art. 5.61 of the Code of Administrative Offenses of the Russian Federation). This was reported by Kommersant.

      According to the document, fines were to be increased:

      for violating the procedure for considering appeals — from 5–10 thousand to 10–20 thousand rubles;

      for insult — from 50–100 thousand to 75–150 thousand rubles for a first offense and from 100–150 thousand to 150–200 thousand rubles for a repeat offense.

      The initiative's author was State Duma deputy from the New People party, Vladimir Plyakin. The explanatory note stated that fines for officials had not been indexed since their introduction — in 2010 and 2013 — while consumer prices had more than doubled.

      Despite the authors' arguments, the bill did not receive support — only deputy Vyacheslav Markhaev (KPRF) voted against its rejection, while communists Anzhelika Glazkova and Yuri Sinelshchikov abstained. The regional parliaments of the Astrakhan Region and Kabardino-Balkaria also did not support the initiative.
